5070.0 Interim
This policy was adopted under the interim policymaking provisions of the University's Policy on Policies on May 21, 2026. Information about this policy change, and any proposals for further policymaking can be accessed at the University Policy website. Students and employees may submit comments on those proposals through the Proposed Policy Change Comment Form.
5070.1 Application Procedures
Application materials should be requested from the University Center for International Education (UCIE). Applications for admission from applicants currently located outside the United States should be submitted at least one (1) term prior to the term in which the applicant wishes to begin studies at Wright State University. International transfer applicants from U.S. colleges and universities, or international applicants already located in the United States, must apply at least three (3) months prior to the term in which they wish to begin their studies.
5070.2 Additional Admission Requirements
International graduate applicants must have earned a baccalaureate degree equivalent to a degree rom a regionally accredited U.S. college or university OR meet the requirements of University Policy 5040 - Admission of Students with Three-Year Bachelor's Degrees.
International applicants must submit official transcripts as evidence of academic preparation. Transcripts issued in a language other than English must be accompanied by an official English translation. Official transcripts may be submitted directly by the issuing institution's Registrar, Principal, or Controller of Examinations, and must bear the institution's stamped or embossed seal.
If UCIE is unable to evaluate the submitted credentials, the international applicant may be required to obtain an evaluation from an approved credential evaluation service at the applicant's expense. In exceptional cases where an international applicant demonstrates that obtaining official or attested transcripts from the issuing institution is not possible, UCIE may, at its discretion, attest copies of official transcripts for the purpose of admission.
5070.3 English Proficiency
International applicants whose native language is not English and who do not have an undergraduate or graduate degree from a regionally accredited U.S. academic institution must demonstrate proficiency in English. English proficiency may be demonstrated by meeting required threshold scores on proficiency tests vetted and recommended by TESOL faculty and approved by the International Advisory Committee (IEAC) of the Faculty Senate. Applicants for regular degree status (applicant applying for regular admission) may not submit, and graduate programs may not accept, other tests of English ability in place of IEAC approved tests without prior permission from the School of Graduate Studies. Individual departments may set higher English proficiency requirements, particularly for international applicants who have applied for graduate teaching assistant positions. International applicants who have an undergraduate or graduate degree from a regionally accredited U.S. academic institution are not normally required to take an approved English proficiency exam.
International applicants who have graduated from high school and/or higher education in a country where English is the official language will not be required to demonstrate English proficiency. The list of countries can be found on the UCIE website (see Resources).
International applicants seeking Transient Status and who intend to return to their home institutions to complete their degree are exempt from the standard English proficiency admissions requirements; however, they still must meet all admissions requirements set by their intended academic program.
International applicants who have provided fraudulent English proficiency exam results may be asked to provide an alternative exam, be denied admission, or may face academic dismissal from the University.
5070.4 Financial Support
Wright State University must be assured that all international applicants have sufficient financial resources to support their studies while attending the University. An offer of a graduate assistantship at the time of the admission will generally satisfy this requirement.
International applicants who are not supported by a graduate assistantship, including those relying on personal, family or sponsored funds, must submit a completed financial statement (available through UCIE), affidavit of support (if applicable), and official documentation of available funds, such as a bank statement.
International applicants using personal or family funds must demonstrate that available resources meet the minimum financial requirements as requested for the I-20.
5070.5 Immigration Regulations
When the international applicant has met the above requirements and as been admitted as a student to the University, a Form I-20 will be issued by a Designated School Official (for those students applying for the F-1 visa). International applicants already in the United States who wish to transfer from another university and are "out of status" should be advised that Wright State will not issue an I-20 for an out-of-status student.
