Recording Devices

11500.0 Interim Policy

This policy was adopted under the interim policymaking provisions of the University's Policy on Policies on January 29, 2026. Information about this policy change, and any proposals for further policymaking can be accessed at the University Policy website. Students and employees may submit comments on those proposals through the Proposed Policy Change Comment Form.

11500.1 Scope

This policy applies to all Recording Devices installed on or in Wright State University's Dayton Campus, its regional campuses, its residence halls, and all other real property in which the University has a legal interest (collectively, "University Property").

11500.2 Definitions

As used within and for the purposes of this policy, the following terms are defined as follows:

  • "Chief" means the head of the University's Department of Public Safety ("DPS") or designee.
  • "CISO" means the University's Chief Information Security Officer or designee.
  • "Limited Area" means any area of University Property that faculty, staff, and students have access to, but that is generally neither available to the public, including, but not limited to: common areas of residence halls; office hallways; classrooms; or areas dedicated for use in furtherance of the University's academic and research missions.
  • "Private Area" means any area of University Property in which a person has a reasonable personal expectation of privacy, including, but not limited to: non-common areas of residence halls; bathrooms; shower areas; locker and changing rooms, and other areas where a reasonable person might change clothes; areas dedicated to medical treatment or physical or mental therapy; or staff or faculty offices.
  • "Public Area" means any area of University Property made available for general use by the public, including, but not limited to: campus grounds; parking areas; academic building exteriors and interiors; loading docks; areas of ingress and egress; recreation areas; retail establishments; offices; and classrooms.
  • "Recording Device" means any device capable of audio or video recording, whether onto physical media (such as tape) or as electronic media stored within such device or remotely.
  • "Recording System" means any electronic service, software, or hardware directly supporting or deploying a Recording Device.
  • "Student Resident" means a student who resides in any of the University's residence halls.
  • "Install" means to adhere, attach, fix, or place a device, temporarily or permanently, in a position ready for use.

11500.3 Exclusions

This policy does not apply to Recording Devices installed in furtherance of the University's ongoing safety and security surveillance activities, including, but not limited to: (1) mobile camera use in, on, or about law enforcement or parking service vehicles, including mobile security camera trailers; (2) body-worn or otherwise portable cameras used during the ordinary course of investigations or other law enforcement functions; or (3) parking enforcement cameras.

This policy also does not apply to Recording Devices approved by the CISO and installed in furtherance of the University's ongoing monitoring, operations, or research activities, including, but not limited to: (1) the remote monitoring of the construction and maintenance of facilities for the safety of those in or working on the same; (2) the videotaping of events for academic, athletic, educational, or marketing purposes; or (3) the use of cameras in connection with human subject and animal research, to ensure safe research practices, or for legitimate educational or research purposes.

This policy does not apply to Recording Devices which are not installed. 

11500.4 Prohibition on Installing Recording Devices

No person shall install any Recording Device in any Limited, Private, or Public Area on any campus without the knowledge of and permission from the Chief and CISO. All such permitted Recording Devices and their Recording Systems shall: (1) be connected to the University's existing centralized security system in a manner proscribed by the CISO; or (2) otherwise be accessible by Computing and Telecommunication Services (CaTS).

The University does not expressly or implicitly guarantee that permitted Recording Devices will be monitored in real time, continuously or otherwise.

Any Recording Device found installed on University Property without the required permissions shall be considered contraband and may be removed without notice by the Department of Public Safety (DPS), CaTS, or the University's Facilities Department.

11500.5 Exceptions to Prohibition on Installing Recording Devices

A Student Resident may install a Recording Device within the room or suite in which they reside only with the consent of all residents and/or visitors to the room or suite. Such Student Resident shall notify all other residents and/or visitors when the Recording Device is in use. Such Recording Device may only be used to record what occurs within the room or suite in which it is being used and cannot be used to eavesdrop on or record what occurs in a different room or suite.

If the title owner of real property in which the University has a legal interest installs a Recording Device on such property, it shall notify the University of such Recording Device's existence and location.

11500.6 Permitted Uses of Installed Recording Devices

Recording Devices installed in Limited and Public Areas may be used to create audio and video recordings for the University's operational purposes, including, but not limited to: (1) ongoing safety and security surveillance; (2) ongoing monitoring of its facilities or on-campus projects; and (3) academic and research activities. Recording Devices installed in Private Areas may only be used by the University in furtherance of law enforcement investigations in a manner consistent with Ohio law.

No person may use any Recording Device installed on University Property for personal or commercial purposes. The University may use any audio or video recording obtained through a Recording Device installed in Public Areas for its own purposes.
